Hangzhou, September 17 — According to a report by China National Radio’s “News and Newspaper Digest,” local authorities across the country are stepping up efforts to conserve energy and reduce emissions. In Zhejiang, several small coal-fired generating units have been demolished using controlled blasting; meanwhile, Jiangsu has announced that all 176 enterprises involved in the production, sale, and use of ozone-depleting substances have now completed phase-out or substitution.
At the Zhejiang Huaneng Changxing Power Plant, our reporter witnessed the launch of Zhejiang’s “first major initiative to conserve energy and reduce consumption.” Behind the reporter stood the cooling tower of a 125,000-kilowatt small coal-fired generating unit; in just seven seconds, the 90-meter-tall structure came crashing down—yet the outcome was a savings of 70,000 tons of standard coal.
Wu Jianhua, head of the Operations Department at Huaneng Changxing Power Plant: “If we do not retire our existing equipment, our company may be forced out of the market.”
In this round of shutdowns and demolitions in Zhejiang Province, in addition to the two small coal-fired units at Huadian Changxing Power Plant, two 135,000-kW units each at Taizhou Power Plant and Wenzhou Power Plant will also be decommissioned. Once these six small coal-fired units are dismantled, it is estimated that standard coal consumption will be reduced by 220,000 tonnes annually.
Cong Peijiang, Deputy Director of the Zhejiang Provincial Commission of Economy and Information Technology: During the 11th Five-Year Plan period, the state assigned us a target of 3.24 million kilowatts; as of today (the 17th), the province has already shut down small coal-fired power units with a total capacity of 5 million kilowatts.
The Jiangsu Provincial Department of Environmental Protection announced that all 176 enterprises in Jiangsu engaged in the production, sale, and use of ozone-depleting substances have completed phase-out and substitution, resulting in an annual reduction of more than 300 metric tons in fluorocarbon consumption.
Professor Zhang Jihong of the Jiangsu Provincial Department of Environmental Protection: With the exception of a few niche applications in the pharmaceutical industry that still require fluorocarbons, the air-conditioning industry has largely phased them out.
