  Recently, Jia Qinglin, a member of the Standing Committee of the Political Bureau of the CPC Central Committee and Chairman of the National Committee of the Chinese People’s Political Consultative Conference, emphasized during an inspection tour in Zhejiang that great efforts must be made to enhance the scientific nature of CPPCC work, fully mobilize the enthusiasm of all sectors, and strive to make greater contributions to transforming the pattern of economic development, advancing ecological civilization, and formulating and implementing the 12th Five-Year Plan effectively. During his visit to the Xin’anjiang Hydropower Plant of State Grid East China Power Grid Co., Ltd., Jia Qinglin highly commended the role of ultra-high-voltage power grids in the large-scale, long-distance allocation of energy resources.

  From September 10 to 14, Jia Qinglin visited Jiaxing, Huzhou, Hangzhou and other localities, going deep into rural townships and industrial enterprises to conduct investigations and studies on accelerating the transformation of the economic development model and advancing ecological civilization. He emphasized that in-depth analysis and study of the new situation, coupled with meticulous planning for the “12th Five-Year Plan” blueprint, are crucial to achieving the goal of building a moderately prosperous society in all respects and to the overall cause of socialist modernization. In accordance with the central government’s decisions and arrangements and taking into account local conditions, efforts must be made to formulate a “12th Five-Year Plan” that conforms to the Scientific Outlook on Development and meets the new expectations of all ethnic groups for a better life, thereby inspiring the people of all ethnic groups to strive together and laying a solid foundation for the comprehensive building of a moderately prosperous society.

  Jia Qinglin pays close attention to the development of ecological civilization. During his inspection of relevant enterprises, he emphasized that building ecological civilization is a major strategic task for advancing the cause of socialism with Chinese characteristics. We must thoroughly implement the Scientific Outlook on Development, steadfastly follow the path of green development, and strive to improve the ecological environment by fostering eco-industries, leveraging eco-technology, strengthening eco-institutions, and promoting an eco-cultural ethos. In doing so, we will vigorously develop the green economy and continuously push forward the construction of ecological civilization. We should make solid progress in energy conservation, emissions reduction, and the development of new energy sources; vigorously promote the circular economy; and effectively enhance the efficiency of energy and resource utilization. At the same time, we must actively advocate green production and lifestyles, establish and improve institutional mechanisms that support ecological protection and restoration, and work hard to create a favorable social atmosphere for building ecological civilization.

  Qian Yunlu, Vice Chairman and Secretary-General of the National Committee of the Chinese People’s Political Consultative Conference, also took part in the research trip.

  On the morning of September 13, Jia Qinglin, accompanied by Zhejiang Provincial Party Secretary Zhao Hongzhu and Governor Lü Zushan, visited the Xin’anjiang Hydropower Plant of State Grid East China Power Grid Co., Ltd. After listening to a briefing on the planning and construction of the ultra-high-voltage power grid, Jia praised the UHV grid as “coal traveling through the sky and electricity delivered across the whole country,” noting that it will play a crucial role in the large-scale, long-distance allocation of energy resources. He emphasized that UHV transmission can reach distances of 2,000 to 3,000 kilometers—or even farther—yielding significant economic benefits. In particular, it has opened up new avenues for developing Xinjiang’s economy and harnessing its energy resources, while also driving a leap forward in China’s electrical equipment manufacturing technology, enabling the country to seize the commanding heights of global power-grid technology—a development of great significance. He instructed that his warm regards and sincere condolences be conveyed to the broad ranks of cadres and employees of the power grid company.

  Jia Qinglin and his delegation conducted in-depth field inspections at key production sites, including the power-generating plant buildings, the dam crest, and the reservoir. The head of the Xin’anjiang Hydropower Plant provided a detailed briefing on the plant’s critical role in grid frequency and peak-load regulation, emergency reserve capacity, and flood-control and汛-season management. Jia Qinglin noted that the Xin’anjiang Hydropower Plant was independently designed, manufactured, and constructed in China and has made substantial contributions over many years of operation. He highly commended the plant’s technological upgrades, which have increased the capacity of each unit from 75,000 kilowatts to 95,000 kilowatts. Jia Qinglin emphasized that the goal of interconnecting the Fujian power grid with the East China power grid has now been achieved, enabling the large-scale grid to fully leverage its functions of balancing supply and demand and optimizing resource allocation.

  Wang Min, Deputy General Manager and Member of the Party Leadership Group of State Grid Corporation of China, along with Lin Ye, General Manager of the East China Branch, accompanied the inspection. Wang Min stated that the company will certainly live up to the trust placed in it by accelerating the planning and construction of ultra-high-voltage power transmission projects and the development of a robust, smart grid during the 12th Five-Year Plan period, thereby making new contributions to the country’s economic and social development.
