Pollution reduction will be pursued through three main avenues.

  On the 16th, at the Sixth China (International) Forum on Environment and Development held here, Zhou Shengxian, Minister of Environmental Protection, stated that during the 12th Five-Year Plan period, pollution reduction efforts will be further advanced in three key areas: the selection of reduction targets, the implementation of reduction measures, and the assignment of accountability for reduction. These efforts will be integrated with the control of total emissions of major pollutants, the improvement of environmental quality, the prevention of environmental risks, and the protection of the public’s environmental rights and interests.

  In his keynote report, Zhou Shengxian stated that, in selecting emission-reduction targets, the number of pollutants subject to total-quantity control would be appropriately expanded from two to four—chemical oxygen demand, ammonia nitrogen, sulfur dioxide, and nitrogen oxides. In breaking down reduction targets, extensive consultations would be conducted with all provinces, autonomous regions, and municipalities directly under the central government, with due consideration given to each region’s environmental capacity and carrying capacity. In implementing reduction measures, structural emission reductions would be given greater prominence, while efforts to achieve reductions through engineering projects and improved management would be further strengthened, adhering to the principles of comprehensive prevention and control, targeted priority actions, and efficient governance. Furthermore, emission standards for major pollutants in industries such as papermaking, textiles, leather processing, and chemical manufacturing would be raised; a nationwide initiative to build wastewater-treatment plants in every county would be fully launched to increase both the coverage and load rates of wastewater treatment; desulfurization at coal-fired power plants would continue to be intensified; denitrification at power plants would be effectively strengthened; and emissions from motor vehicles would be strictly controlled.

  Zhou Shengxian also emphasized that, in ensuring the effective implementation of emission-reduction responsibilities, strict accountability must be enforced; emission-reduction targets, tasks, and measures must be cascaded down to governments at all levels and to individual enterprises, thereby fully mobilizing the strengths of all sectors. Furthermore, the system of emission-reduction indicators, monitoring, and performance assessment should be refined and improved, closely linking pollution reduction with improvements in environmental quality. Efforts should be made to explore and establish a responsibility system and working mechanism in which emission-reduction targets are aligned with environmental quality, emission-reduction tasks are grounded in environmental quality, and emission-reduction assessments are based on environmental quality.

  This session of the China (International) Forum on Environment and Development is co-hosted by the Ministry of Environmental Protection and the United Nations Environment Programme, with the China Environmental Protection Federation serving as the implementing agency. The forum comprises one thematic summit and four specialized forums, in which more than 40 renowned domestic and international environmental experts and scholars will engage in in-depth discussions on such topics as “Promoting energy conservation and emission reduction and exploring new pathways for environmental protection,” “Strengthening international cooperation and exchange in environmental protection,” and “Advancing ecological and environmental development in rural areas.”
