Zhou Shengxian stated in the keynote report that in the selection of emission reduction indicators, the pollution factors for total control should be appropriately increased, and the main pollutants have been expanded from two to four, namely chemical oxygen demand, ammonia nitrogen, sulfur dioxide, and nitrogen oxides. In terms of the decomposition of emission reduction tasks, the opinions of various provinces, autonomous regions and municipalities have been widely listened to, and the environmental capacity and environmental carrying capacity of various regions have been comprehensively considered.
